Why won't the Senate turn on the water to the San Joaquin Valley?

"the official poverty level was set by multiplying food costs by three…"
this was the standard and has been since around 1960, now they want to revamp this measure….
Are they trying to change the official poverty level, lack of food produced by these FAMILY run farms will cause all food to skyrocket.
